Since UVP trigger points are not covered by the ATX specification, all manufacturers of IC protection circuits are free to set their own. Imagine 15.6V running through your system components! A manufacturer can set OVP to 15.6 for the +12V rails and still be within specification. As you can see, the trigger points are way too high.
